PMax optimizes for conversion value. The cheapest conversions come from people who already know your brand or bought before. Left alone, the campaign drifts toward them and reports their orders as its own win.

Brand exclusions help, with a limit. According to Google Ads Help, brand exclusions in Performance Max apply only to Search, Shopping and YouTube search inventory. Display, Gmail and the rest of YouTube still reach people who know you. That is why we check these reports first:
